Large organizations, which definitely include state governments, live and thrive on that premise (non-responsiveness, on the other hand, can put you a short list).&lt;br /&gt;&lt;br /&gt;And as far as scheduling meetings -- fill the vacuum yourself! If you schedule project time for yourself, you can ward off the unwanted meetings.
